Israeli forces Maintaining Control Further Within the Gaza Strip Than Anticipated, Recent Demarcation Markers Suggest
New findings suggest that Israeli defense forces are maintaining control over a larger area inside Gaza than initially anticipated under the truce agreement.
This Ceasefire Deal and the Yellow Boundary
According to the first phase of the agreement, Israeli authorities agreed to retreat to a demarcation line running along the northern, southern, and eastern edges of the Gaza Strip. This boundary was marked by a distinctive line on maps published by the defense forces and has come to be referred to as the "Demarcation Line."
But, recent videos and satellite photographs show that indicators placed by Israel's troops in two locations to designate the divide have been placed hundreds of meters further inside the territory than the expected pullback line.
Official Statements and Warnings
Israel's Defense Official Israel Katz—which ordered soldiers to position the distinctive blocks—warned that anyone approaching the line "will be confronted with fire." There's been already been at minimum several fatal events near the boundary zone.
When approached, the Israeli military did not respond to the claims, stating only that: "Israeli forces under the military command have begun designating the Yellow Line in the Gaza to create tactical understanding on the ground."
Absence of Clarity and Confusion
There's been a ongoing lack of precision regarding where exactly the boundary would be established, with three different charts published by the U.S. administration, former U.S. President, and the Israel's military in the run up to the ceasefire deal that took effect on October 10.
As of October 14, the Israeli military issued the latest version marking the demarcation on their digital map, which is used to convey its position to residents in the Gaza Strip.
North and Southern Gaza
Near the northern sector, adjacent to the al-Atatra neighbourhood, drone video from the Israeli military revealed that a line of several distinctive blocks were up to over 500 meters further within the territory than would have been anticipated from the official charts.
Video geolocated showed workers operating bulldozers and diggers to relocate the heavy distinctive blocks and position them along the seaside al-Rashid road.
A comparable situation was visible in southern Gaza, where a satellite photograph captured on 19 October showed 10 indicators erected near the urban area of Khan Younis. The row of markers extends from 180 meters-290 meters inside the demarcation set out by the IDF.
Experts Analysis
Several experts suggested that the blocks were intended to create a "buffer zone" separating local residents and Israeli personnel. One analyst said the action would be consistent with a ongoing "policy approach" that aims to protect Israel from nearby territories it does not completely control.
"This gives the Israeli military room to manoeuvre and create a 'kill zone' targeting possible threats," Dr Andreas Krieg said. "Potential targets can be targeted before they approach the military boundary. It is a somewhat like no man's land that doesn't pertain to either side—and Israeli authorities tends to take that territory from the opponent's chunk not its territory."
Three experts proposed that the disparity separating the indicators and the official map was an deliberate strategy to alert residents they are "approaching an area of elevated risk."
Noam Ostfeld noted that several markers "appear to be placed near roads or walls, making them more straightforward to spot."
Civilian Uncertainty and Events
Exists already confusion among Gazans over areas where it is secure to travel.
Abdel Qader Ayman Bakr living lives close to the temporary boundary in the eastern section of Gaza City Shejaiya neighbourhood stated that, notwithstanding promises from Israel of visible indicators, he had seen none installed.
"Daily, we can see Israel's army vehicles and soldiers at a fairly nearby range, but we have no means of knowing whether we are in what is deemed a 'safe zone' or 'a hazardous location'," he said. "We're continually exposed to danger, especially as we are forced to remain in this location because this is where our residence previously existed."
Since the truce was implemented, the IDF has documented a number of instances of individuals crossing the Yellow Line. On each occasions the military stated it fired upon those involved.
Video obtained and geolocated showed the aftermath of one incident on October 17, which the Hamas-run Civil Defence authority claimed resulted in the deaths of eleven civilians—comprising women and minors reportedly allegedly from the same household. The agency stated the local car was targeted by Israeli forces following approaching the Yellow Line to the east of Gaza City in the Zeitoun neighbourhood.
The footage showed rescue workers inspecting the burnt out remains of a vehicle and shrouding a adjacent severely damaged body of a minor with a light-colored cloth. Verification located the footage to a spot approximately 125 meters beyond the demarcation indicated on maps by the Israeli military.
The Israeli military said warning shots were discharged towards a "suspect vehicle" that had crossed the line. The statement added when the vehicle did not to stop, soldiers opened fire "to eliminate the danger."
Legal Standing and Obligations
Meanwhile, the juridical standing of the boundary has likewise been challenged.
"Israel's obligations under the law of hostilities cannot end including for those violating the demarcation," said Dr Lawrence Hill-Cawthorne. "The military can solely target enemy fighters or those actively involved in hostilities, and in such actions it must not inflict disproportionate non-combatant casualties."
In a statement, an Israeli defense representative said: "Israeli troops under the Southern Command continue to operate to eliminate any threat to the personnel and to defend the civilians of the nation of Israel."
They added that the solid markers are "positioned every 200 meters."
